Steps Needed to Ensure Equity and Access

This policy brief presents a range of data about participation in Iowa public preschool programs, with a special focus on the Statewide Voluntary 4-year-old program. Although that program is described as “universal,” there are in fact substantial differences in participation rates by income, race/ethnicity, English language learner status and geography. In addition, Iowa school districts vary substantially in the scale of their offerings. Some districts provide only a small number of preschool slots relative to their kindergarten enrollment, while others provide substantially more.

Five-year child care plan: 2014 update

This document is an update to a five-year child care improvement plan created in late 2011. Iowa has made several important gains since then—including two increases to provider reimbursement rates under child care assistance—but work remains in three major areas: affordability, availability and quality.
