Jay Kiedrowksi of the Humphrey Institute discussed the Minnesota Budget Trends Study Commission, Minnesota’s 2010-11 general fund budget deficit of 19 percent, how the governor and legislature "fixed" the problem, and Minnesota’s 17 percent budget shortfall for 2012-13. He also explained how the structural budget deficit should be fixed.

Peter Fisher of the Iowa Fiscal Partnership provided an outline of Iowa’s budget growth over the last decade in contrast with the growth in tax expenditures, including tax equity and recognized tax principles.

Mike Owen of the Iowa Fiscal Partnership presented key findings of a new survey of Iowa voters, commissioned by IFP.  The results of the survey showed by wide margins that Iowans want a balanced approach to resolving Iowa’s budget crisis, with nearly six in 10 favoring some use of taxes and fees in the mix. Voters also heavily favor personal income-tax reform and more disclosure about business tax credits.
